[StatusPal Next] Service groups, maintenance notifications, and consistent monitoring statuses

This release makes it easier to organize services, schedule maintenance communications, and keep subscribers informed reliably.

Organize services into named, ordered groups for clearer status pages and easier administration. Groups can be expanded or collapsed while preserving each service’s existing scope and settings.

Configure notification timing for planned maintenance, including automatic reminders, so subscribers receive updates at the right moments.

Connected monitoring checks no longer unexpectedly change a service to Partial outage when an incident is already open. Service status remains consistent with the incident’s reported impact.
